At first glance there appears to be no issue with the question, efficiency or inefficiency?  But the requirements for efficiency are too complex and the strategist is often paralyzed with the need to know exactly what to do – and not only for the action but for the construction of the strategy ... for the right even to think of an action. 

When the clock is ticking and loss of time is a factor, then the search for the optimum strategy precludes its own object.
